Educated at Bristol Grammar School and Corpus Christi College, Oxford, Veale (1891-1973, knighted 1954) began his career as a second-class clerk under the Local Government Board (1914), then became private secretary to the permanent secretary at the Ministry of Health (1920) and private secretary to successive Ministers of Health (1921-28; principal in 1926). He was then appointed as registrar of Oxford University (1930-58), fellow of Corpus Christi College (1930-58) and secretary of the Oxford Preservation Trust (1958-62).
