Educated at Birkenhead Institute School and Queens' College Cambridge, Milne-Bailey (1891-1935) was a research officer at the Union of Post Office Workers (1920), research assistant at the Joint Research and Information Department of the Trade Union Congress and the Labour Party (1922), secretary of the Research and Economic Department of the TUC from 1926 and lecturer in industrial relations at Regent Street Polytechnic from 1930.
