Leigh (1891-1961) was educated at Marlborough and Merton College, Oxford. He worked at the Admiralty (1915-20), joined the staff of the London Chamber of Commerce in 1920 and became assistant secretary in 1921 and secretary in 1923; he held the post until his retirement in 1958.
