After a talk Harrod and Copland had in Oxford, Copland sends a paper on "The State and the Entrepreneur" (attached, in the same file) he had read at the Harvard Tricentenary Conference. Copland shall mention Harrod's name to his friend Ruml in New York in connection with a matter --not speified-- they had discussed.
