Witmeur was born in 1874 and educated at the Athénée Royal and at the University of Liège, where he obtained a doctorate in philosophy and German philology (1896). He was secretary of an important banking society for a few years, then he began teaching modern languages at the Athénées de Vervier, Gand and Liège, and finally at Liège University (1913), where he was full professor (1929) and eventually dean of the Faculty of Philosophy and Literature (1936-37). He wrote of philosophy, philology and economics.
