Stephens, David

Educated at Winchester College and Christ Church, where he was tutored by Harrod, Stephens (1910-90, knighted 1964) was awarded a Laming Travelling fellowship by Queen's College, Oxford (1932-34). He was a clerk in the Parliament Office, House of Lords (1935-38) and a member of the Runciman mission to Czechoslovakia (1938). He was transferred to the Treasury (1938) and during the war was political warfare executive (1941-43). Later he was principal private secretary to the Lord President of the Council (1947-49), assistant secretary at the Treasury (1949), secretary for appointments to two Prime Ministers ( Eden and Macmillan , 1955-61) and reading clerk and clerk of journals at the House of Lords (1961-63).
