Lady Juliet Rhys Williams (1898-1964) was a founder member of the National Birthday Trust (1928), honorary secretary Joint Council of Midwifery, member of the Inter-Departmental Committee on Abortion, author of Family Allowances and Social Security (1944). Harrod authored part of The Times obituary of Rhys Williams, characterizing her Something to Look Forward (1943) as rivalling the Beveridge plan and describing her commitment to European unity and her opposition to Britain joining the Common Market.
