Holmes (1896-1980, knighted 1950) was educated at Westminster and Christ Church, Oxford. He entered the Colonial Office (1921), became principal in the Dominions Office (1928), senior secretary of the Office of High Commissioner for United Kingdom in Canada (1936-39), assistant secretary (1939-43) then Washington representative (1943-44) of the Dominions Office (1939-43), and eventually High Commissioner for the United Kingdom in Australia (1952-56).
