Herbert (1890-1971, knighted 1945) was educated at Winchester College and New College, Oxford; he was called to the bar (Inner Temple, 1918), but did not practice. He joined instead the staff of Punch (1924) and wrote theatrical reviews, novels and operettas. He was elected to Parliament as an Independent for Oxford University in 1935, and maintained the seat until the university franchise was abolished in 1950.
