After Rugby School, Gatliff (1897-1977) joined the Coldstream Guards in 1917, then the Temporary Administration Office of the Treasury (1917-19). He continued his studies at Balliol, where he contributed to the revival of the Jowett Society, of which Harrod was to become member, secretary and president. He returned to the Treasury in 1920, became principal in 1932, and represented the Treasury in the National Savings Committee (1934-38).
