Clark (1905-89) was educated at Dagon School, Winchester, and Brasenose College, Oxford. He was assistant to Allyn Young at Harvard, worked at D. Caradog Jones's Social Survey of Merseyside (London: Hodder & Stoughton and University Press of Liverpool 1934), was on the staff of the Economic Advisory Council (1930-31), university lecturer in statistics at Cambridge (1931-37), visiting lecturer at the universities of Melbourne, Sydney and Western Australia (1937-38), under-secretary of State for Labour and Industry, Director of the Bureau of Industry, Financial Adviser to the Treasury in Queensland (1938-52) abd director of the Institute for Research in Agricultural Economics, Oxford (1953-69).
