Harrod does not agree with Catlin regarding the pragmatic success of the U.S.S.R.'s population policy: "The birth rate there is lower than before the war and we have no reason to suppose that she is not following our own footsteps--with a big time-lag, I grant, as befits a semi-barbarous country." "I have seldom felt so angry as I now feel about the iniquitous speech of A. P. H.". [1]
