Ebbisham, the
chancellor and treasurer of the Primrose League, thanks Harrod for
the absorbing speech on "The Menace of our Declining Population"
given at the Primrose League's Political School.

meeting, held at Caxton Hall on 25 June, was presided by
Duncan-Sandys, chairman of the Primrose League Political School
(see letter 685 R). In
the debate which followed, C. P. Blacker, the honorary secretary
of the Population Investigation Committee, "fully endorsed
[Harrod's] statistical estimates of the present and future
decline in our population" (Harrod's speech and the subsequent
debate are summarized in "Our Declining Population", The Primrose
League Gazette XLIV:8, August 1937, p. 6).
